12月16日下午，作为“才华通TalentLink”线下服务的首站，深圳对外服务集团国际人才顾问李春荣，携手深圳市公安局出入境管理局签证大队的黄艺警长，为蛇口街道国际人才街区外籍居民带来了一场关于“中国绿卡”的专题讲座，讲座吸引了100名中外居民的参与，讲座场面火爆。
讲座上，黄艺警官首先介绍了办理外国人永久居留证的好处，并详细介绍了在深就业的外籍人才如何申请永居的四大类常用政策及所需资料。李春荣女士介绍了人才签证办理的条件、流程及办理时间。在答疑环节，外籍居民们问题聚焦在居住停留时间、收入纳税标准、办理的时间、高端人才标准等问题，主讲人在现场一一解答，外籍居民们满载而归。
很多外籍居民不了解中国绿卡的相关政策，实际自2016年以来国家移民管理局及广东省出入境管理局相继出台了多项便利政策及多类申请条件，办理中国绿卡的条件没有想象中那么难，只要是在中国任职（收入纳税达到一定标准）、团聚（配偶为中国人）、投资（投资额达到一定标准）或符合相关人才认定标准的外籍人员即可申请。

以下是办理中国绿卡的常见类别的申请条件：
1.任职就业类：外国人在广东已连续工作满4年，且4年内每年在中国境内实际居住累计不少于6个月；连续4年工资性年收入（税前）达到40万元人民币以上，每年缴纳工资性个人所得税7万元人民币以上的外国人，经工作单位推荐，可以申请在华永久居留。
2.外籍华人类：外籍华人具有博士研究生以上学历（无需工作4年）或在粤港澳大湾区或揭阳中德金属生态城企业连续工作满4年、每年在中国境内实际居住累计不少于6个月，可直接申请在华永久居留。
3. 高层次人才（政府推荐类）对符合认定标准的外籍高层次人才及其配偶、未成年子女，经广东省自贸办或经粤港澳大湾区9市或揭阳市人民政府推荐，可直接申请在华永久居留资格。
4. 夫妻团聚类：与中国公民（具有深圳常住户籍的）或者在中国获得永久居留资格的外国人结婚的；婚姻关系存续满5年的；在中国连续居留满5年，每年在中国居留不少于9个月；
办理R签证（高端人才确认函）的条件：
符合《深圳市外籍“高精尖缺”人才认定标准（试行）》的外籍人才。

On the afternoon of December 16, Olivia Li, an international talent consultant of SZFESCO, joined hands with Police Officer Huang Yi of the Exit-Entry Administration Bureau of Shenzhen Public Security Bureau held a lecture on Chinese “Green Card” in Shekou Sub-district International Talent Community. The lecture was capped more than 100 participants due to limited space.
During the session, officer Huang Yi, gave a lecture on the benefits of holding a “Green Card” and common categories of eligible applicants and application process in Shenzhen. Olivia Li, focused on the contents of the talent visa’s application conditions and procedure.
In the Q&A session, the foreign residents' questions focused on the residence time, income tax standards, processing time, high-end talent standards and other issues. The speakers answered them one by one on the spot, and the foreign residents returned with a rewarding experience.

Common catergories for applying for Chinese Permanent Residence Card:
1. Employment category: foreigners have worked in Guangdong province for 4 consecutive years, and have lived in China for no less than 6 months each year within 4 years; the annual pre-tax salary for 4 consecutive years has reached 400,000CNY each year and annual income tax reached more than RMB 70,000 can apply for permanent residence card in China upon the recommendation of their employers.
2. Overseas Chinese: The overseas Chinese with a doctoral degree (no need to work 4 years in Shenzhen) or have worked in the Guangdong-Hong Kong-Macao Greater Bay Area or Jieyang Sino-German Metal Eco City for 4 consecutive years, and have lived no less than 6 months each year in China, can apply for permanent residence card in China.
3. High-level talents (recommended by the government) : Foreign high-level talents and their spouses and minor children who meet the recognized standards, they can be recommended by the Guangdong Free Trade Office or the 9 cities in the Guangdong-Hong Kong-Macao Greater Bay Area or the People's Government of Jieyang City. Apply directly for permanent residence card in China.
4. Reunion Category: married to a Chinese citizen (with Shenzhen permanent household registration) or a foreigner who has obtained permanent residence in China; the marriage relationship has been in existence for more than 5 years; the continuous residence in China for 5 years, and t have lived in China for no less than 9 months each year in recent 5 years;
